This is one of a a number of old pine carved whimsies I purchased together and believe were all made by one American carver, first half of the 20th century I believe. This one was pretty finely but not fussily done, with the balls rolling around easily in the cage, with nice detailing at the ends (which are not quite flat, so it is best laying horizontally.) Great warm patina to the dry wood and in good shape; there are a couple of hairline cracks to the surface of the wood at one end and perhaps a couple of small knicks to the corners on that end, pretty minor.
