Bearded Man in Uniform, Striking Old Paper Cut

Perhaps I should know the military leader this cut paper work is meant to represent--but I don't! I find it quite striking though, and like the combination of sort of Santa Claus looking bearded face with wonderfully detailed uniform, which looks very smart and super graphic against the black paper ground, to which it is attached by tape in a couple spots. The black paper is not be as old as the paper cut itself, the latter of which I'd guess dates to the early 20th c.

7 1/4" x 6" and in very good condition, with a bit of graphite visible around some of the cuts in the paper.
