Antique Painted Tin Folk Art Pair of Figures in Bowlers with Pointing Arms

I bought this one at a very good antiques show in Pennsylvania, from a dealer who had had it in her personal collection for many years. Perhaps obvious to someone else, but I'm not sure if once part of a sign or a weathervane or what, but I'd guess the pointing fingers on these two articulated, painted tin men in bowlers were meant to point toward something! Perhaps the round balls/fists at the ends their other arms giving a clue? -- maybe part of a scoreboard??? Anyway, fantastic on their own now, pointing to whatever they'd like, with all arms, and legs too, rotating all the way around to assume any position. Painted on both sides, with the paint slightly bolder on one side, but I'm kind of partial to the more worn one. 

11 5/8" l x 9 5/8" t. Very good structural condition, with paint loss as evident. (Sheds just a little when moved around but overall very stable, and not at all fragile Easily mounted to the wall resting on a couple of nails.
