Many Georges, Antique Folk Art Plate with Cut Stamp Decoration and Threaded Ribbon

I found this one in Lancaster, PA a few weeks ago. Another permutation on postal/stamp art I believe: looks to me like the George Washington silhouettes and all of the rest of the tiny cut paper bits were cut from stamps and envelopes, with cancellation marks showing here and there. Oh, the creative resourcefulness of yore, nothing going to waste. Wonderfully graphic against the black milk glass plate. With original (once surely brighter) pink ribbon still woven through the border, threadbare in spots but still holding on. First decade 20th century I believe, a sweetly patriotic thing.

8 1/2" diameter. A few Washington silhouette's lost and ribbon faded and shedding a bit when handled. I did some careful dusting/cleaning of the surface with a q-tip. It would be pretty easy to run a loop of thread or wire through one slat in the plate (where the ribbon runs) to hang it and just leave it alone.
