I must say that what really sold me on this drawing are this woman's insanely long fingernails! (displayed to great effect as they hold this ambiguous stick...a pool cue? a flag pole sans flag?) The stars on the underside of her hat brim at pretty great too, as well as her contrasting red and blue shoes. And then her blushing face seems straight out of a John Currin painting, specifically looking very much like Rachel Feinstein.
Early 1940s and by a woman artist, Harriet Claire Mansfield, from a sketchbook of her work. Watercolor, pencil and pastel I believe. 12" x 9" and in very good condition; a few minor stains but very crisp and bright.
