I really don't know a thing about this guy, but think perhaps he was an end of the day whimsy? He's definitely a folk creation, and the figure himself looks rather German, or perhaps Dutch to me, and there is the remnant of an old sticker on the underside of the base that looks like a hand-written price in foreign currency. I do believe he's got a bunch of years on him, which have taken a bit of a toll--there are a few repaired cracks to his base, and one to his lower leg, and a little loss along the side of the base too. But he's stable and sits sturdy and quite a character, one hand rubbing his beard, the other resting on his knee, while surely pondering the state of the world! I'd keep him on the corner of my desk hoping he might bring wisdom!
