I'd guess this small tin wall box was meant to hold matches, which it could still, or one could, say, plant a sprig of creeping ivy in it, to ultimately give this Felix a head of hair! I might guess mid 20th c or so, with nice thick black and white paint for the face and red for the box.
4" tall x 3 1/2" wide x 1 3/4" deep and in good shape, with a little wear to the paint and a few small stains.
