It's gotten so that old alligator paint draws me like a magnet, and the dark blue on this cat's back is about as good as it gets! I love the little surprising pattern of little white squares on it too, and the nice fat nails used to attach the legs to the body, and the white around the nose and mouth punctuated with red and three great calligraphic whiskers, too!
7" t x 7 7/8" l x 2 1/2" w. I'd guess 1930s or 40s, and definitely only better for the age, with the wooden wheels still turning fine. There was once a string pull attached to the front neck, now gone. One small nick on the right side ear and I think maybe a lost surface of the tail.
