I've found some other carved wooden feet like this one that served as ashtrays, but I haven't found one with a removable copper ashtray fitted and set on top. I think it is possible that the insert was custom made at a later date for this particular foot, which I found at an estate sale in Acton, MA in a house filled to the brim with a lifetime's accumulation with all sorts of wonderful things! I'd guess the foot itself is Southeast-Asian in origin and dates to the 1950s or 60s. I especially love that up-turned big toe!
It measures 6" long x 2 1/4" wide x 1 3/4" tall and is good vintage condition. The wood shows some spotting but no cracking and has a nice warm patina. I have not touched the copper insert but imagine it would polish up if desired.
