Pair of Miniature Portraits, c. 1820s-30s: Very Handsome Young Man in Uniform and Young Woman with Ringlets

Such a handsome and very royal looking young subject in this c. 1820-30s miniature portrait, making one think of Timothy Chalamet poised for a period drama! His face and uniform look very French to me, but there is English language newspaper covering portions of the reverse, so perhaps painted in England.  I imagine that with some research someone could figure out exactly who he is, but I'd be content just to keep company with him. Unsigned as far as I can see, but sealed from the back so I have not inspected outside of the frame.

I purchased him together with a portrait of a young woman with chained brooch pinned to a big blue ribbon--from a seller who knew nothing about them, but perhaps they are related, so I'll include her too. Her portrait shows losses to either side, as pictured, but what remains is lovely, and mounted to black cloth and in what I believe is the original frame, with slightly curved glass over top; I think the losses occurred a very long time ago. About the same age as him I believe. 

Him: 6 1/4 x 5 1/2" in frame. Sight: 3 9/16" x 3". Very good condition, and quite a fine one.

Her: 6 1/2" x 5 3/4" framed. Portrait itself, with losses to either side : 4" x 2". The painting is mounted to black cloth, which I backed with another piece of black paper to cover just a sliver of gap to either side.
