This is an antique carved bone page turner/book mark, with a second blade on the back for holding a page. I love an arrow, and love the elongated shape of this one, and just right that the function of the arrow should be to point right to the spot where one left off.
4 5/16" l. Very good condition, c. late 19th century. Bovine bone.
