Vintage Presumed Saul Steinberg Newspaper/Publication Image in Period Frame

Sorry for the photos; too much glare, so I shot most having removed the image from the frame. This one is a bit of a mystery, but I'm pretty certain it is a Saul Steinberg image, with his faces drawn on a photograph of standing lamps lined up next to a bus stop sign. The image here is on newsprint type paper, so I have to think clipped from somewhere and framed, and it looks to me like both date to the 1940s or so-- and indeed it seems quite in keeping with Steinberg's work from the 40s and 50s. I have taken it out of the frame to inspect it, and the print was mounted to board; it looks to me like the faces are in the print, not drawn onto it. (If drawn on, it would be quite the find indeed!) Assuming the former, just a great image, which someone loved enough to have professionally framed, and which I can find no other image of out there anywhere.

Framed, as found: 9 13/16" x 7 1/4". I had to remove from frame to photograph due to too much glare. The top right corner of the black painted wooden frame shows a nick at the corner, and there is all over wear to the black paint. The print is in overall good condition. On the reverse is written Smallwood on both frame and matte, I assume the name of the person who ordered the framing.
