The first thing this lovely ruler made me think of was antique treen snuff boxes finely decorated with tiny brass nails, and this feels very much of that ilk--as well as reminding me of Victorian pin cushions with phrases spelled out in stick pins that I am forever coveting! I believe it is likely British, I think the wood is rosewood, and the nails were individually inlaid—with the added benefit being that one can feel the numbers with the tips of the fingers, so this would be the perfect ruler for someone with limited sight! I’ve found some mention of rulers in this manner as used by dressmakers, but I'm not completely sure. My guess would be late 19th c. or so. So pretty.
